Mission Statement

The mission of the Home and Community Services (H&CS) program is to provide high-quality behavioral health and Applied Behavior Analysis(ABA) services to children, adolescents, and their families.

An Overview

Home & Community Services assists clients in increasing socially appropriate behaviors that will maximize their potential, facilitate independence and self-advocacy, and promote healthy functional relationships. We utilize evidence-based behavioral management practices, specialized instruction design, and the natural support systems available in the home, school, and community.

Home and Community Services provides services to clients via behavioral heath rehabilitative services (BHRS), specialized instruction, and behavioral health personal care assistant services(BHPCA). Many of our consultants and staff have degrees or certifications in Applied Behavioral Analysis, Special Education,Counseling Psychology, and related fields. Staff are highly motivated and dedicated professionals with extensive experience in autism and other developmental disorders.

Home and Community Services does not ascribe to only one form of intervention. Clients are viewed holistically and general ABA principles are followed. The goal of Home and Community Services is to assess each client’s individual needs. Treatment and specialized programming are designed based on the client’s individual needs and are updated on an ongoing basis or as needed. Treatment is provided in the client's home, school, or community setting using a team approach,which includes parents, clinical staff, community supports and educators, etc.

Definition of Behavioral Health Personal Care Assistant Services (BHPCA)

Behavioral Health Personal Care Assistant (BHPCA) services are rendered to students with physical, educational and behavioral needs.It is considered a one-on-one service; therefore, a BHPCA may not provide services to more than one child at a time. BHPCA's encourage and support students by utilizing behavioral interventions necessary for the student's successful progress throughout the school day.

Qualifications of Staff

Generally, to qualify as a BHPCA, the candidate needs a high school diploma and certification in CPR and First Aid. Home & Community Services staff primarily have 60 college credits with three years of full-time, paid experience working with children or a bachelor's degree.

BHPCA Responsibilities

  • Assist, monitor, and guide the student to pay attention, participate in activities, and complete tasks in order to master skills previously taught.
  • Assist with team members in the implementation of the treatment plan for the students.
  • Observe and intervene to redirect inappropriate behavior.
  • Provide one-on-one direct interventions, modeling appropriate behaviors necessary for successful adjustment.
  • Provide services during the school day.
  • Provide behavior management, conflict resolution, anger management, and peer interaction.
  • Collect data and document progress in a prescribed format for each and every session with the student.
  • Collaborate with Behavioral Specialist Consultant to ensure effectiveness of treatment plan.
  • Assist the student to use and maintain augmentative communication devices.
  • Accompany students on school buses or other vehicles.

Obtaining Behavioral Health Personal Care Assistant Services

  1. A letter of introduction of BHPCA services is sent to all special education directors for the respective county of residence, along with copies of the BHPCA Request Form.
  2. The special education directors then request services as stated in the student’s IEP.
  3. A completed request form, along with the student’s IEP, is sent to the school district funded case manager at one of the Home &Community Services' sites listed below.
  4. The Case Manager processes the request form and a contract is created indicating the service needs, number of hours requested per day, and the days services are to be provided.
  5. The contract, along with a letter explaining the student’s needs and the staffing assignment, is sent to the special education director for approval. The staffing process is initiated once a request form is received by Home & Community Services.

There are five steps to obtaining Behavioral Health Rehabilitative Services, which vary by county. Please review the information for your respective county of residence below to learn how to obtain services.

Chester County

Step One

Obtain Medical Assistance for your child by contacting the Department of Public Welfare at 610-466-1000.

Medical Assistance is the only insurance that covers Behavioral Health Rehabilitation Services (BHRS), commonly known as Wraparound.Once you have contacted the Department of Public Welfare, they will assist you with the application process. To obtain BHR services, your child must have an Axis I diagnosis such as: Autism, Pervasive Developmental Disorder (PDD), Attention Deficit Disorder (ADD),Attention Deficit Hyperactivity Disorder (ADHD), Depression,Oppositional Defiant Disorder, Reactive Attachment Disorder, Bipolar,or Intermittent Explosive Disorder. Although your family’s income is not a determining eligibility factor, income must be reported within the Medical Assistance application. They may ask for your pay stubs for the past two weeks, documentation of diagnosis, and a picture ID of your child (i.e. passport, school ID, or library card). Please have these ready in order to expedite the process.

Make an appointment with a Core Provider to schedule an evaluation.

Once Medical Assistance is obtained, contact Community Care Behavioral Health at 888-251-2224 (this is the Managed Care Organization (MCO) for Chester County). The MCO will refer you to a Core Provider for a Life Domain Evaluation. You may use your own physician for prescription of services; however, the physician must utilize the Life Domain Format and be involved throughout the Wraparound process for renewal of services. Step Three

The Core Provider will evaluate your child and recommend a course of action in relation to your child’s mental and behavioral health needs.A prescription for Wraparound services (i.e. Therapeutic Staff Support(TSS), Behavior Specialist Consultant (BSC), Mobile Therapy (MT) and/or Case Management) may be recommended. The psychologist/psychiatrist will make a recommendation based on medical necessity and must include: 1)Having a persistent and severe clinical mental/behavioral health diagnosis and 2) Being at risk of placement outside of the home.

If the recommendations include BHR services and you would like to choose HCS as your provider, please inform the Core Provider Coordinator. Parents/Caregivers have the “Freedom of Choice” in choosing a provider during the time your child receives BHR services.

Step Four

The Core Provider will schedule a meeting with the Managed Care Organization (MCO) and you to discuss the outcome of the evaluation and to discuss the recommendations. You may invite anyone to the meeting you feel is important in your child’s life. For example, if services will take place at school, a school representative should be present.If you have chosen the CCIU as your provider, a Case Manager will attempt to attend the meeting as well. At this time, the Core Provider will review the evaluation and the treatment plan, which will identify any behavioral concerns, and also allow feedback from you. This information will be sent to the MCO for approval. The MCO will have 48hours to approve, deny or request more information regarding the request for services.

Step Five

Services will begin following approval from the MCO. Depending upon the diagnosis, the MCO can authorize services up to 12 months. Prior to the authorization ending, you will need to schedule another evaluation in order to determine whether or not services should be continued past the initial authorization period.

Each TSS and BHPCA staff member receives 15 hours of intense training, as required by the Office of Medical Assistance, before being assigned a client. This training includes, but is not limited to:

  • Documentation and data collection skills
  • Understanding the CASSP principles
  • An overview of autism spectrum disorders and other serious emotional and behavioral needs of children and adolescents
  • An introduction to ABA techniques and behavioral management
  • Professional ethics, boundaries, conduct, and legal issues including: child protective services and mandated reporting and client confidentiality
  • Psychotropic medications
  • The role of the TSS worker in the home, school, and community
  • Overview of job expectations and requirements
  • Treatment/behavioral planning
  • Introduction to the DSM IV-TR
  • Cultural diversity
  • Childhood development

Each TSS and BHPCA is required to complete a minimum of 43 hours of training within the first six months of hire. Each year thereafter theyare required to complete a minimum of 20 hours of training. Trainings include, but are not limited to:

  • Fifteen (15) hours of county-sponsored autism training (within the first six months - for staff working in Chester and Lancaster counties,respectively).
  • Non-Violent Crisis Intervention (NCI)
    • Six hours the first year
    • Three hours each year thereafter
  • CPR/First Aid (certification must always be current)
  • Autism interventions specific training dependent on client's needs
  • Discrete trial
  • Verbal behavior
  • Floortime/DIR
  • PECS
  • Sign language
  • Social skills
  • Other trainings as needed
  • Corporate compliance as stipulated by the Bureau of Program Integrity

Each TSS and BHPCA is required to attend weekly supervision atone-hour per session. The BSC is also required to observe each BHPCA and/or TSS on-site at least bi-weekly. The BSC must sign-off and review documentation in the office a minimum of twice per month. Treatment team meetings take place as needed, however, ongoing consultation is provided on a weekly, sometimes daily basis or as authorized.

BSC, MT and Case Managers attend ongoing training throughout the year, with a minimum of 10 hours required. This training includes any and all trainings listed for BHPCA and TSS staff, and it also includes training on the role of the BSC/MT, which includes: in-depth treatment plan writing; effective team communication; topics and interventions related to autism; and basic ABA principles. BSC and MT staff are required to attend, minimally, one-hour of supervision monthly. Case Managers attend one hour of supervision weekly. Weekly updates and communication are expected.

Progress/change monitoring forms are required at the end of each treatment cycle to ensure effective service planning. Additionally,consumer satisfaction forms are also sent out to team members and parents/guardians to provide feedback and ensure quality assurance.

Frequently Asked Questions

What is our Training“Year”?
Our year, for training purposes, goes from July 1 to June30, inclusive. 

How will you know that I took a training if there is no paper training record for me to turn in?
We will keep track of attendance at trainings with a sign-in sheet. You are also expected to submit the information on your electronic timesheet on the CCRES website. 

How many credit hours do I need per year?    
  • BSCs, BSAs, and MTs need 10 credit hours per year.
  • TSS/PCA need 20 credit hours per year.
  • When Probationary TSS complete their training, they do not take any other trainings until the next training year, which begins on the following July 1. 

Can I get credit for trainings taken elsewhere?
Yes, this is what you should do:
  1. Obtain pre-approval for credits. Email your request for pre-approval toH&CSTraining@cciu.org   
  2. Submit proof of attendance: either a signed sheet, a grade report, or a printed certificate of attendance to H&CSTraining@cciu.org.
  3. Training credit hours are generally commensurate with the length of the training, e.g. 2 hours=2 credits. If you take a course that we offer, for example, Ethics, you will receive the 2 credit hours we give, even if the training you took lasted 3 hours.
  4. The maximum number of credit hours we will give you for an outside training or conference is 5, even if you attended the entire week-long autism conference at Penn State.
  5. Semester-long courses that you take in school, if appropriate, usually earn 3credits.
  6. The Training Coordinator can make an individual determination for exceptions.
  7. We still need you to take our required CCRES/H&CS trainings, as well as some of our elective trainings.
  8. You will not be paid for trainings for courses taken elsewhere, but you will be given training credit.    

When will the training schedule be provided, and how will I know?
The training schedule is posted on My Learning Plan. You must register on My Learning Plan (MLP) in order to attend and to receive credit. To register on MLP, go to the CCRES site, and log into MLP, using your log in name and password, which are the same: first and last initial, and last6 numbers of your Social Security. Click on District Catalog and then register for the training(s) that you want (they will say H&CS training). You do this by clicking on the title of the training. All specific information (time;location) plus the registration button will be visible.

  • No “walk-ins” will be allowed for any in-person trainings.
  • You must pre-register for ‘in-person’ trainings on MyLearning Plan.
  • Exception: New TSS can register through CCRES for TSS Orientation and CPR/First Aid if you have not yet been activated.   

What are web trainings and how will I register for them?
Web trainings are online courses that you can take at home.The trainings are interactive and will involve careful reading. At the end of the training, there is a post-training quiz that you must pass.

There will be a contact email address with an instructor to whom you will be able to ask questions about the training, and you can always contact H&CSTraining@cciu.org for technical or content questions about any trainings.

These Web Trainings are in continuing development, so look for new additions! There are computers available in each county’s office for those of you who do not have access at home or in your public library. Please be careful to download the suggested applications so that you are able to view the videos and listen to podcasts.

Registration for these online trainings is different than for face-to-face trainings. You do not go onto My Learning Plan; rather, you go to the Moodle website once your account has been established. The Moodle website is http://hcsmoodle.cciu.org. Your log-in is your complete email address, and your password is your first and last initial and the last 6 digits of your social security number. You will then be prompted to create a new password. If you have difficulty with your log-in, please contact
H&CSTraining@cciu.org.        

How do I enter a training into electronic billing?
After you complete the training, you will enter it onto your electronic Timesheet the same way that you do paperwork billing.

You also enter your online (Moodle) trainings onto your electronic timesheet, even though you do not register for these on My LearningPlan.

Enter the CCRES site the way that you do your regular electronic timesheet. Go to ‘Timesheets’ and ‘Add a new entry’. Enter the date of the training, the number of hours for the training and the start time. Under‘Client,” enter ‘training.’ Scroll down the trainings column and enter your training or put in ‘Other’ if your training is not designated. In the “Other”box, you can type in the name of your training if it was not listed in the drop-down list on the right. Enter ‘Home’ as your location, and ‘Training’ as your type of service. Under ‘hours authorized’, enter the number of credit hours for the training, and put in ‘0’ under the code. Then submit the entry.

You do the same thing for the online Moodle trainings,except that the date should be the final date when you completed the training,and the number of hours is equal to the number of credits (most are 2 credit hours; Corporate Compliance, Role of the MT and Documentation are 3 credit hours, and TSS Initial Training is 11 credit hours and the HCS Autism Overview is six credit hours). Enter any “Start Time;” it doesn’t really matter.   

How do I register for the 15-hour or Supervisory Autism training for Chester County or the 12-hourAutism training in Lancaster County?
Those of you working with Chester County clients must take the 2-day Autism Training, and BSCs must also take the 1-day Supervisory training at some point after they have completed the first one. You can register for these trainings at http://autismregistration.cciu.org/ The agency password is ccresautism. Scroll down to locate the session that you want.

What are the Autism Training requirements in Montgomery County and Delaware County?
New TSS hired after July 1, 2009 in these counties will be required to take the H&CS Autism Overview Package, which consists of the H&CS Autism Overview (online training: http://hcsmoodle.cciu.org) plus three face-to-face required trainings during their first six months of employment. These in-person required trainings are PECS, Verbal Behavior I and Verbal Behavior II. This is a total of 12 training credits (6 for the online training and 6 for the in-person trainings).

Chester County staff who are unable to register for the Chester County Autism Training within their probationary period may also take the H&CS Autism Overview Package, but only with pre-approval from
H&CSTraining@cciu.org

What do I do if I cannot make it to a training for which I am registered?
THE FOLLOWING IS REQUIRED:
  • First, go to My Learning Plan and drop the training at least 24 hours in advance. You do this by clicking on the training in your "Approved and In Progress" list and following the directions to drop the course.
  • If it is less than 24 hours, due to a last-minute illness or emergency only, go to MLP and delete the registration, BUT…you must also email H&CSTraining@cciu.org to notify us of your cancellation. Please mark the subject of the email CANCELLATION, since we will attempt to notify the next person on the waiting list that there is an opening.
  • “No shows” at trainings who have not followed the above procedure will be considered a personnel issue. You will receive a letter saying that this is going on your personnel record. Exceptions for unexpected events will be made.
  • Remember: your lack of attendance at a pre-registered training inconveniences everyone.  

When will credits appear in My Learning Plan?
There will be a time lag from the time that you complete a training until when the credits for that training appear on My Learning Plan.Credits are generally entered into the database within 2 weeks, with the exception of holidays when CCIU is closed.

Online trainings are entered into the database the first week following the month of completion. That is, grades are checked one time per month, at the very end of the month. If you completed a Moodle training on February 1, that grade will likely not enter our database until the first week in March, and will show up as credits on My Learning Plan by mid-March.

When will I be paid for the trainings?
First, you MUST email
H&CSTraining@cciu.org to request an audit of your trainings.

If you have registered on My Learning Plan, signed the sign-in sheets at the trainings, and entered the information on your electronic timesheet after completion of the trainings (including Moodle trainings), you will be paid upon completion of your required number of credit hours for the year, as long as you have also completed all required trainings.

Probationary TSS Payment:
You will be paid for the trainings upon completion of all required trainings in your county PLUS 240 direct client contact hours.

If, unfortunately, you have not kept track of your client hours, please contact
H&CSTraining@cciu.org to find out if you have completed the 240 needed. Your training credits are available on both MyLearning Plan and your electronic timesheet.

To view your completed training credits, log on to MyLearning Plan, and then click on My Portfolio--- Click on View Current Year and View In Progress in order to see all trainings taken during your Probationary TSS period, or if you are regular staff, during the current training year.

When your six months are up (since date of hire), it is your responsibility to contact CCRES (610-269-4740) to sign your contract to become a Regular TSS. The Probationary TSS period is six months even if you have completed your trainings and client hours prior to that time. If you have not completed your trainings in six month, please contact CCRES at 610-269-4740 to request an extension of your Probationary period.

Regular Staff Payment
BSCs/BSAs/MTs: 10 credit hours per year
TSS: 20 credit hours per year

Payment for Trainings for non-probationary staff will be made after completion of required annual trainings. When you have completed the required trainings, contact
H&CSTraining@cciu.org and we will check documentation of attendance against the registration information on file.

If you have completed your required trainings, we will take care of entering that into the payment rotation.

Note: CPR/First Aid is a mandatory, but unpaid training, required every two years. Documentation-Refresher is an unpaid, non-credit training.
