Approval of the Equity Study Consultant

  • On Wednesday, November 17, 2021, the CCIU Board of Directors approved Dr. Robert Jarvis, director of Penn Coalition for Educational Equity, and the Equity Leadership and Organizational Development Consulting Services to conduct the analysis.

    About Robert L. Jarvis, Ph.D.

    Bob currently serves as the Director of the Coalition for Educational Equity at the University of Pennsylvania Graduate School of Education, and for the past 18 years, his efforts have focused on building collaborative equity-focused networks of school districts throughout the Mid-Atlantic region that have served well over 250 urban, suburban and rural school districts throughout Pennsylvania, New Jersey, New York, Delaware and Michigan. In his private consulting practice, he has provided consultation, technical assistance and professional development to multiple district superintendents, leadership teams and school boards in PA, NJ, DE and NY in building successful organizational capacities and strategies for productive change in equity-directed policies and practice.

    In Pennsylvania, his efforts have focused on serving multiple districts in Greater Philadelphia through the Delaware Valley Consortium for Excellence and Equity (currently engaging five Chester County school districts, including Phoenixville Area, West Chester Area, Great Valley, Spring-Ford Area, Tredyffrin/Easttown, Unionville-Chadds Ford and CCIU), Greater Harrisburg with the Capital Area IU and the Lehigh Valley with Lehigh University. Prior to coming to the University of Pennsylvania, Bob served as:

    • Associate Director of the Office of Professional Development in the School of Education at Syracuse University
    • Corporate Organizational Consultant, Seven Pines Consulting Group in Manlius, NY
    • Dean of Academic Affairs at Remington Vocational-Technical College in Lafayette, LA Director of Counseling, Career and Health Services, and Coordinator of Learning Assistance Services, as well as Faculty Member and Director of Outreach Programs for the School of Education at the University of Portland, OR
    • School Psychologist with the Portland OR City School District
    • Residential Treatment Counselor for Delinquent and Emotionally-Behaviorally Challenged Youth in Beaverton, OR

    At the University of Portland, he oversaw and developed highly successful graduate degree programs in educational leadership and instructional development for K-12 teachers and administrators that were offered throughout Oregon, Washington, Canada, Hawaii and Guam.

    Bob holds a B.S. degree from Western Oregon State University in Psychology and Criminology/Corrections, and M.A. and Ph.D. degrees in Educational Psychology with cognates in organizational and human development, special education and measurement and evaluation from Michigan State University.

    About the Penn Coalition for Educational Equity

    The Coalition for Educational Equity provides innovative resources, research-based training, and technical assistance and consultation to school district leaders throughout the Mid-Atlantic region in Pennsylvania, New Jersey, and New York. It is housed within Catalyst @ Penn GSE at the University of Pennsylvania’s Graduate School of Education.

    Since 2004, the focus of our work has been to develop networks of school districts and school district leaders that are focused on eliminating achievement and attainment disparities defined by race/ethnicity, economics, gender, or (dis)ability.

    Our members share a commitment to ensure that all students have equitable opportunities to access high-level, meaningful, and engaging learning experiences, while actively eliminating institutional barriers in district and school policy and practice that limit or deny this access.
