Home & Community Services (H&CS) assists clients in increasing socially appropriate behaviors that will maximize their potential, facilitate independence and self-advocacy and promote healthy, functional relationships. We utilize evidence-based behavioral management practices (Applied Behavior Analysis), specialized instruction design and the natural support systems available in the home, school and community. H&CS provides services to clients via Intensive Behavioral Health Services (IBHS), specialized instruction and home and community services through the Office of Developmental Programs (ODP). Services are offered in Chester, Delaware, Montgomery, Lancaster, Lebanon and Bucks Counties.

H&CS Private Insurances Update
Due to the onset of Intensive Behavioral Health Services (IBHS), as of June 2021, the CCIU can only provide services to clients and families who are enrolled in private insurance that falls within the CCIU’s network of insurance. If you wish to work with us and use our services but do not fall within our network of private insurance, you may update your insurance to any of the providers currently in network with us. Please call 1-866-251-3001 for the list of private insurance options that fall within the CCIU’s network or if you have any questions or concerns.
Please note that if at any time there is a change to your insurance coverage, you must contact the Home & Community Services program to update it as soon as possible.

Ages 20 & Under

Intensive Behavioral Health Services (IBHS–Ages 20 & Under)
There are four steps to obtaining IBHS:
- Obtain Medical Assistance (MA) for your child.
- Obtain a written order for IBHS (ABA and/or Individual) from your family physician, psychiatrist, psychologist or an approved licensed provider.
- You may also contact H&CS directly to obtain a written order.
- A written order for IBHS (i.e. Behavioral Health Technician (BHT - ABA or Individual), Behavior Analyst (BA), Behavior Consultant (BC – ABA or Individual) and/or Mobile Therapy (MT) may be recommended. Recommendations are based on medical necessity.
- Obtain an assessment.
- Once a written order has been completed, with a recommendation for IBHS services, an assessment will be completed.
- The assessment will be completed by an IBHS agency.
- The assessment may take 2-4 weeks to complete and will involve the child and the family.
- The assessment will likely involve observations conducted within the home, school and community.
- At the completion of the assessment, an individual treatment plan (ITP) will be developed, highlighting areas to be addressed in treatment.
- Once a written order has been completed, with a recommendation for IBHS services, an assessment will be completed.
- Services will begin following approval from the BHMCO. Approved services will be authorized for up to 12 months. Prior to the authorization ending, you will need to schedule another written order to determine whether or not services should be continued past the initial authorization period.

Ages 21 & Over
Home & Community Services provides services for adult consumers in four counties (Chester, Delaware, Montgomery, Lancaster). These services are currently funded by the Office of Developmental Programs’ (ODP) Medicaid waivers.
- An adult consumer may be eligible to obtain funding through Medical Assistance (MA)
- Once an adult consumer has MA, the adult consumer needs to contact their county's intake officer at the Office of Intellectual Disability for determination of eligibility
- Once eligibility is determined, the adult consumer will be given options to select a Supports Coordinator to help determine service needs
- If funding is available, services will begin after an Individual Service Plan is completed and a provider of services is located
